SACRAMENTO, Calif. (AP) ? Kobe Bryant passed Wilt Chamberlain for fourth place on the NBA's scoring list, then put on one of the best passing performances of his storied career.

Bryant scored 19 points and tied a season high with 14 assists despite a nagging left foot injury, and the Los Angeles Lakers kept pace for the Western Conference's final playoff spot by outlasting the Sacramento Kings 103-98 on Saturday night.

"My foot's (messed) up, but other than that, I feel great," he said, chuckling.

Bryant added nine rebounds and facilitated the Lakers' offense for 47 minutes, 37 seconds after Steve Nash exited early in the first quarter with a recurring right hamstring injury. He helped Los Angeles tie a season low with seven turnovers.

"I thought that was key ? those 23 seconds. Otherwise he would've been tired," coach Mike D'Antoni said, sarcastically. "He just looked at me and said, 'I'm not coming out tonight.' Sounds good to me."

With Bryant engineering the offense, Los Angeles showed some of its best ball movement of the season.

Dwight Howard had 24 points and 15 rebounds, Pau Gasol added 12 points and 10 assists and three others scored in double figures for the Lakers (38-36), who stayed even with Utah (38-36) for the eighth and final playoff seed. Los Angeles hosts 10th-place Dallas (36-37) in a critical tilt Tuesday night.

Even with the pressure of a playoff race, Bryant was all smiles in a cramped quarter of Sacramento's visiting locker room. He had met Chamberlain when he was about 8 years old in Philadelphia and long held the Lakers legend in higher esteem than some milestones he's reached because of the franchise connection.

"He was like Conan the Barbarian," Bryant said. "That was the most impressive thing to me. He was just a warm-hearted gentleman."

Bryant's latest performance proved too much for the Kings again.

Tyreke Evans had 21 points and nine rebounds, and DeMarcus Cousins added 19 points and 11 rebounds but missed a pair of difficult 3-pointers in the final seconds to seal Sacramento's latest loss. The Lakers won the season series 3-1.

"I guess you can't really talk bad about the way these guys competed," Kings coach Keith Smart said. "I thought our guys did everything they could from a statistical standpoint outside of winning the basketball game."

At least until the closing moments.

Bryant slipped a pass to Gasol for a fast-break dunk ? and his 13th assist ? to put Los Angeles ahead 98-93 with 4:52 remaining. Gasol also tossed an alley-oop to Howard just before.

Cousins followed with a free throw and a long jumper, and Evans added a layup to slice the Lakers' lead to two. After Bryant missed a jumper, Jodie Meeks stripped Evans on a layup attempt at the other end. Bryant hit 1 of 2 free throws to put the Lakers ahead 101-98 with 24 seconds remaining, giving Sacramento one last chance.

Howard blocked Cousins' 3-point attempt. After pleading with the official for a foul, Cousins got the ball back and he forced a 3-point miss before Bryant's final free throws sealed Sacramento's latest loss.

"The play wasn't for me. I was supposed to hand it off," Cousins said. "But I got hit in my lower groin and it kind of screwed up the play."

Los Angeles lost Nash with a strained right hamstring just 1:48 into the game. D'Antoni patted Nash on the back before the point guard walked gingerly to the locker room and never returned. Nash is day to day.

Sacramento surged ahead 37-25 after the first quarter with a frenetic pace that often left the Lakers' frontline in the backcourt. The Kings, who entered the game averaging an NBA-best 108.9 points since the All-Star break, made 15 of their first 21 from the floor.

Sacramento held Bryant scoreless until he hit a pair of free throws with 8:50 remaining in the second quarter. The shots sparked Bryant and the Lakers late in the half, along with a larger-than-normal sprinkling of Los Angeles fans sporting purple and gold throughout the announced sellout crowd of 17,317.

Bryant made a pull-up jumper from the free throw line with 7:54 remaining in the second quarter to eclipse Chamberlain's mark of 31,419 points. The only three ahead of him now is Michael Jordan (32,292), Karl Malone (36,928) and Kareem Abdul-Jabbar (38,387).

Asked if Abdul-Jabbar's record is obtainable for him, Bryant said "I don't see it happening" unless he decides to play longer than planned.

"What a journey," said Bryant, in his 17th season. "It's been a very, very long journey. I'm certainly extremely appreciative of all the support of the Laker faithful, the Laker Nation."

Bryant had a bone spur in his left foot that has bothered him for several games. The injury apparently is unrelated to his sprained left ankle, which occurred earlier in Atlanta, though he said the soreness all sort of blends together.

With his foot stiffening up when he sits, Bryant came out for just 23 seconds.

Bryant finished a thunderous dunk down the lane and added two free throws and a pair of assists, rallying the Lakers back with a 14-1 run to close the third quarter. Los Angeles led 82-75 entering the fourth.

The Kings had scored at least 100 points in 20 of the previous 23 games, including 11 straight at home. With a possible move to Seattle the latest relocation threat for the Kings, Bryant didn't think he had played his last game in Sacramento.

"I predict we'll be back here," Bryant said. "You guys have been saying the same (thing) for three years."

NOTES: Bryant's career high is 15 assists against Washington on Feb. 12, 2002. ... Fire destroys Newtown survivors' home

NEWTOWN, Conn. (AP) ? A Newtown home destroyed by a fire this week was owned by a couple whose children survived the Sandy Hook Elementary School shooting in December.

The News-Times of Danbury reports (http://bit.ly/ZsimWk ) that Wednesday afternoon's fire left Hans and Audra Barth and their three children homeless. The American Red Cross has put them up in a hotel.

Two of their children attended Sandy Hook Elementary School, including a first-grader in teacher Kaitlin Roig's classroom. Roig has been called a hero for barricading her students in a bathroom as the shooter killed 20 other first-graders and six educators.

Friends say the family lost everything in the fire, and their pet dog and several baby chickens died. St. Rose of Lima Church is taking donations.

The cause of the fire is under investigation.

3 of 4 reptiles stolen from Calif. museum found

FRESNO, Calif. (AP) ? A Central California science museum has recovered three of four reptiles stolen in a burglary caught on surveillance video, and arrested a suspect in the heist.

The Discovery Center's education coordinator Ian Goudelock says a 3 1/2-foot savannah monitor lizard, red-tailed boa constrictor and a ball python are back at the Fresno museum on Friday. A 3-foot-long ball python remains missing.

The suspect broke into the museum on Wednesday night or Thursday morning, smashed the tanks that held the four reptiles and made off with them in a garbage bag. The suspect also went into the center's gift shop and stole children's toys, the phone system and the security monitor.

Fresno police says they made an arrest on suspicion of the burglary, but the suspect's name was not immediately available.

Walmart is considering the slightly insane sounding idea of using its in-store customers to deliver online orders to help it compete with bricks and mortar-less competitors like Amazon, according to Reuters. The big box outfit currently ships internet purchases out from just 25 of its stores, using the likes of FedEx to handle delivery, but plans to drastically increase that number going forward. In theory, customers could sign up for the chore and drop packages off to customers who are on their route home in exchange for a discount on their shopping bill. CEO Joel Anderson he could "see a path to where this is crowd-sourced," adding that "this is at the brain-storming stage, but it's possible in a year or two." Naturally, there's a gauntlet of insurance, theft, fraud and legal issues to be overcome -- along with the slightly skeevy idea of having a random stranger arrive with your packages.

Oil veteran Gandur plans Canada IPO for Oryx Petroleum

GENEVA (Reuters) - Addax & Oryx Group (AOG), chaired by billionaire Jean Claude Gandur, plans to list its oil exploration subsidiary Oryx Petroleum in Canada, the firm said on its website.

Oil industry veteran Gandur was catapulted onto the Forbes rich list in 2009 when he sold Addax Petroleum to Sinopec three years after its IPO.

"AOG's upstream division, Oryx Petroleum, has filed a preliminary prospectus with the securities authorities in Canada, as the first step in the process of preparing for an initial public offering on the Toronto Stock exchange," the company said on its website on March 15.

It did not give further details of the IPO timing.

Like Addax, Oryx has a focus on the Middle East and West Africa, with interests in the Kurdish and Wasit regions of Iraq, Nigeria, Republic of Congo and the offshore AGC block between Senegal and Guinea Bissau.

"When we sold in 2009 we had long chats with the board about what to do," AOG's chairman billionaire Jean Claude Gandur told Reuters in an interview last month, before the decision to list Oryx Petroleum.

"I said I would like to give a last chance to rebuild a second Addax Petroleum - I love upstream, I have a lot of knowledge and I know a lot of actors in the sector and I would like to rebuild a new Addax Petroleum and that's the one we call Oryx Petroleum today."

The latest IPO figures suggest that Oryx might have picked a good moment to tap the market.

This year's stock market rebound and easing concerns about the world economy mean that more companies are lining up to list, with U.S. IPO volumes up 65 percent so far this quarter.

But Oryx has yet to earn a dollar of revenues or find its first barrel of oil. Gandur is preparing a Toronto initial public offering, underwritten by RBC Dominion Securities, Barclays Capital and Merrill Lynch, to fund exploration until mid-2014.

Addax was also floated in Toronto, in early 2006, and was taken over by the Chinese state-controlled oil giant in late 2009 for an enterprise value of about C$10 billion ($9.84 billion).

Addax and Oryx Group Ltd, majority-owned by a trust created by Gandur and named after two breeds of African antelope, has so far invested about $700 million in Oryx Petroleum.

But Oryx had only about $308 million in cash in January, according to a preliminary prospectus for the IPO, while it plans to spend $325 million on exploration in 2013 alone.

The firm bought control of the Hawler field in Kurdistan in 2012 from AAR Advisory Services, the group of Russian billionaires who sold half of TNK-BP to Rosneft for $28 billion last December.

The field had a shareholder loan from AAR valued at $377.9 million at Aug 9, 2011, but Oryx Petroleum will come to the market with no debt, according to the preliminary prospectus.

AOG also has investments ranging from energy to real estate, as well as a downstream oil business, Oryx Energies, which Gandur has said will invest $400 million over the next four to five years in Africa.

The long journey towards an Arms Trade Treaty | Amnesty ...

Sometimes a simple but potentially revolutionary idea can change the world for the better.

But it often takes a crisis to galvanize people to take action.

This was the case two decades ago when the worldwide civil society movement ? led by Amnesty International ? took on the immense challenge of regulating the global trade in conventional arms.

For many world leaders, the 1991 Gulf War in Iraq drove home the dangers of an international arms trade lacking in adequate checks and balances.

When the dust settled after the conflict that ensued when Iraqi President Saddam Hussein?s powerful armed forces invaded neighbouring Kuwait, it was revealed that his country was awash with arms supplied by all five Permanent Members of the United Nations Security Council. Several of them, it emerged, had also armed Iran in the previous decade, fuelling an eight-year war with Iraq that resulted in hundreds of thousands of civilian deaths.

The crisis of legitimacy in the conventional arms trade triggered a paradigm shift, says Brian Wood, Amnesty International's Head of Arms Control and Human Rights: ?It was big series of scandals at the time. The Permanent Five Security Council members and the other major players had no choice but to do something to regain confidence from world opinion.?

Transcending the old idea

Political leaders had already tried in vain in previous decades to rein in the poorly regulated global arms trade.

In 1919, horrified by the slaughter of the First World War, the newly formed League of Nations tried to restrict and reduce international arms transfers of the type that had led to death and destruction on a massive scale during the war.

But those efforts in the 1920s and 1930s to establish a treaty were variously designed on the basis of old colonial rivalries ? and soon collapsed. Countries with empires and ambitions returned to massive re-arming through production and transfers, leading to another catastrophic global war that erupted in 1939.

In the wake of the Second World War?s atrocities and loss of life on a scale never before seen, the emerging international community established three pillars ? the Universal Declaration of Human Rights, the UN Charter, and the Geneva Conventions. These were a huge step forward for global human rights and humanitarian standards.

Like the League of Nations Covenant, the UN Charter had a mandate given to the Security Council to establish a system for the regulation of arms, but for more than 60 years the Security Council never even proposed a system for the conventional arms trade, despite the trade continuing to grow and fuel the very violations the three new global standards were meant to curtail.

Although the Cold War brought with it new multilateral controls over the movement of arms across borders, such limitations were outside the UN and part of the calculated global game of chess between NATO members on the one hand and Warsaw Pact countries on the other. Any concern for the human rights or humanitarian impact of arms transfers was again notably absent.

But a series of shocking crises in the late 1980s and 1990s ? the first Gulf War, the Balkans conflicts, the 1994 Rwanda genocide and conflicts in Africa?s Great Lakes region, West Africa, Afghanistan and in Central America amongst others ? drove home the urgency of moving forward with attempts to control the global arms trade.

The International Code of Conduct

As these crises were kicking off, NGOs and lawyers became increasingly concerned about the serious human rights and humanitarian impact of irresponsible arms transfers.

Wood recalls how in 1993 and 1994, he and representatives from three other NGOs met in an Amnesty International office in central London to draw up a draft legally binding International Code of Conduct for international arms transfers ? for tactical reasons aimed initially at European Union (EU) member states.

The EU ? shocked by the post-Gulf War revelations about transfers of weapons and munitions ? had just agreed to a list of eight criteria for arms exports. This was followed by a set of principles on arms exports agreed in the Organisation for Security and Cooperation in Europe (OSCE) in November 1993. But the problem with the EU guidelines and OSCE principles, Wood explains, was that the criteria were entirely voluntary, while what NGOs were after was a set of legally binding standards to strictly control arms transfers.

Joined by representatives from Saferworld, the World Development Movement and the British-American Security Information Council ? he sought the help of legal experts to come up with guidelines rooted in international human rights and humanitarian law.

Amnesty International Sections across Europe began promoting the idea to their political leaders. Then Amnesty International USA and other US-based NGOs caught wind of the idea and the advocacy effort spread across the Atlantic, where it piqued the interest of former Costa Rican President and Nobel Peace Prize Winner ?scar Arias.

Arias invited fellow Nobel Peace Laureates including Mikhail Gorbachev and Amnesty International to attend the ?State of the World Forum? he convened in San Francisco in October 1996. Wood and Susan Waltz, then head of Amnesty International's governing body, the International Executive Committee (IEC), thrashed out a revised International Code of Conduct with Oscar Arias and several other NGOs.

Then ? for the first time to a global audience ? a group of Nobel Peace Laureates and NGOs began to articulate their joint vision of an entirely new kind of global agreement to control arms transfers so as to ?keep the means of repression and violence out of the hands of dictators and abusers of human rights?.

That vision ? rooted in the simple idea thought up by a few dedicated people in Amnesty International and other NGOs in the London office in 1993 ? kicked off years of efforts to lobby political leaders about the legally binding Code, who in turn led legislative measures on arms trade controls.

John Kerry was a notable supporter of the Code idea in the US Congress and along with Cynthia McKinney and others he battled over two years to win a law in 1998 mandating the US President to negotiate an international agreement.

Also in 1998, the EU established a Code of Conduct on Arms Exports. According to Wood, the Nobel Laureates were disappointed the EU Code was only voluntary, but it was the first time a detailed set of arms export criteria were established relevant to international legal, including human rights, obligations.

Taking it to the world stage

In November 2000, Arias and Amnesty International ? joined by Nobel Peace Laureates Desmond Tutu, Jos? Ramos Horta and others, as well as a stronger group of NGOs ? asked Costa Rica's UN Mission to circulate a revised draft of the Code of Conduct to all UN Member States.

?At the outset, we were laughed at by the disarmament experts, but in Amnesty International we know that all challenging ideas to change the world by creating new treaties will first be dismissed?, Wood recalls.

According to Wood, the response from sympathetic diplomats was that additional work was needed to shore up the legal provisions contained in the draft and that many States were by then involved in a UN process to establish a Programme of Action on small arms only, rather than a treaty on the trade of all conventional arms.

And so he convinced the core group of NGOs ? joined several years earlier by Oxfam UK and Ploughshares of Canada ? to seek further help from legal scholars to sift through the canon of international law, including human rights and humanitarian law, to refine the treaty proposal.

The result was a revised ?Framework Convention on International Arms Transfers?, now fortified with some 200 references to international standards relating to arms transfers. Amnesty International and partner Nobel Peace Laureates and NGOs began contacting friendly governments to promote the new Convention proposal in 2001.

?On one level, the concept of the treaty was relatively simple,? Wood recalls. ?It was building on states' existing legal obligations. The whole body of international law ? including international humanitarian and human rights law ? were embedded in what was a relatively short text. A core group of governments began to take it very seriously.?

Amnesty International and Saferworld invited government representatives to discuss the new draft ? including at a key meeting held in 2001 at Cambridge University's Lauterpacht Centre for International Law held under the auspices of the legal scholar Daniel Bethlehem.

Subsequent meetings were held in Finland ? an emerging ally on the draft treaty ? and Tanzania. Each time the number of governments grew, says Wood: ?It began to spread, and we began to cascade the international discussion about this idea.?

Control Arms campaign

Once the concept had attracted serious interest from progressive governments, the core group of NGOs hatched a plan to roll out the idea to a much wider audience. The wider coalition of NGOs working on small arms realized that the Programme of Action would not have a sufficient human rights and humanitarian impact without a treaty to control the trade.

In October 2003, Amnesty International, Oxfam and the International Action Network on Small Arms (IANSA) launched the Control Arms campaign for a global Arms Trade Treaty (ATT) in more than 100 countries.

Activists around the world promoted the world?s first Million Faces online photo petition and engaged in innovative public stunts aimed at pressing governments to introduce the draft treaty at the UN. The public events included a camel caravan across the Sahel in Mali, elephants in India, and a Control Arms-branded longboat which won the annual boat festival in Cambodia's capital Phnom Penh.

The draft treaty gradually gathered steam, with the number of supportive governments swelling from just a handful in 2001 to more than 50 by early 2005.

Back in London, the public pressure also began to pay off, and in September 2004 then-Foreign Minister Jack Straw made a surprise announcement that the UK would support the draft ATT.

Wood recalls the reaction overseas: ?I remember that day ? it was electrifying because Jack Straw's speech was reported to EU governments we were with in The Hague, and many of them had no idea that he was going to make this announcement. It was like a political bomb. It had been tough going, but once we got the UK on board, France and the rest of the EU all joined in, and the number of countries began to spread rapidly in Africa and Latin America.??

Back to the UN

By mid-2006, the UN in New York was abuzz with talk about the Arms Trade Treaty, says Wood.

That June, Oxfam and other Control Arms members delivered the ?Million Faces? campaign to then-UN Secretary-General Kofi Annan, calling on leaders to back the treaty.

The next month, seven countries ? Argentina, Australia, Costa Rica, Finland, Japan, Kenya and the UK ? circulated a ?Towards an Arms Trade Treaty? resolution in the General Assembly. When it came up for a vote at the UN's First Committee on Disarmament in October 2006, 153 states backed it. While several large arms exporting states like Russia and China abstained, there was only one state against ?the USA under the Bush administration.

On the basis of that vote, a formal UN process began to seek member states' views on the proposed ATT. Meanwhile, Control Arms campaigners organized a ?People's Consultation? in scores of countries, urging political leaders to speak out in favour of the treaty. More than 100 states responded, and two UN groups were formed to carry on the debate on the text.

By late 2009, political backing for the treaty had grown sufficiently to introduce a new UN General Assembly resolution. In October that year, the USA ? now under the Obama administration ? announced that the treaty would have US backing as long as the final vote would be held on the basis of consensus, meaning that all states had to agree.

Two months later, more than three quarters of UN member states voted in favour of opening the formal treaty negotiation process ? including five preparatory meetings over the course of 2010 and 2011, ending in four weeks of final negotiations in July 2012.

The devil in the details

Over the course of that process, clear negotiating positions have emerged among the Permanent Five UN Security Council members ? China, France, Russia, the UK and the USA ? as well as other states.

Some, such as the USA have wanted to narrow the scope of the treaty by excluding ammunition like bullets. Others, like Russia, are fine with all the items and activities covered in the treaty text, but have made it clear they do not want human rights and humanitarian standards to play a role in controlling arms transfers.

Regional and sub-regional alliances and enmities also play a role, so the process of diplomatic trade-offs is often complex and time-consuming, says Wood.

Time-wasting by what he calls the ATT's hard-line sceptics ? Iran, North Korea, Syria, Egypt and Pakistan ? was part of the reason the July 2012 talks failed to end in agreement, and a new round of discussions has been slated from 18-28 March 2013 to finalize talks on the treaty.

Wood acknowledges that Amnesty International and the Control Arms Coalition have still had a lot of work to do at the final conference to win the strongest possible treaty and attract the greatest number of states parties.

?The global arms trade is hugely dominated by about 20 exporting countries and a handful of very large import-dependent countries, with the USA, EU, Russia and China at the top. So getting that balance right to have all or most of the trade included while winning a robust treaty is not at all easy, but that's what we're going to have to do,? he says.

And even after the treaty has been adopted, there will be an enormous amount of work to do to get the political will of governments to ensure the functioning of what he envisions as a developing ATT global framework that will oversee how states parties implement and report back on their treaty obligations.

But for Wood the major achievement of this whole process ? this long journey towards an ATT ? has been the acceptance by most governments now that arms trade controls should be aligned with states' international obligations including their human rights obligations.

?The originality of the Arms Trade Treaty idea was that ? for the first time in history ? states would have to consider international human rights and humanitarian law, as well as international criminal law, as a basis on which to decide whether an arms transfer across borders should go ahead. That is the kernel of the idea of the ATT, and it came from a few of us in a little room in Amnesty. And it's still the centre of the negotiations,? he says.?

?And it just goes to prove that if ordinary people like me, Amnesty International members around the world and our partners in civil society can think of a potent idea that?s worth fighting for, and stick at the concept and develop the proposal to get traction from political leaders, we really can make a difference.

?The landscape of global discussion about arms control is now completely transformed. The political leaders need to seize the moment and not let it fail as they did in the 1930s.?

Obesity may be linked to microorganisms living in the gut

How much a person eats may be only one of many factors that determines weight gain. A recent Cedars-Sinai study suggests that a breath test profile of microorganisms inhabiting the gut may be able to tell doctors how susceptible a person is to developing obesity.

The study, published online Thursday by The Endocrine Society's Journal of Clinical Endocrinology & Metabolism, shows that people whose breath has high concentrations of both hydrogen and methane gasses are more likely to have a higher body mass index and higher percentage of body fat.

"This is the first large-scale human study to show an association between gas production and body weight ? and this could prove to be another important factor in understanding one of the many causes of obesity", said lead author Ruchi Mathur, MD, director of the Diabetes Outpatient Treatment and Education Center in the Division of Endocrinology at Cedars-Sinai.

The study, which will also appear in JCEM's April 2013 issue, analyzed the breath content of 792 people. Based on the breath tests, four patterns emerged. The subjects either had normal breath content, higher concentrations of methane, higher levels of hydrogen, or higher levels of both gases. Those who tested positive for high concentrations of both gases had significantly higher body mass indexes and higher percentages of body fat.

The presence of methane is associated with a microorganism called Methanobrevibacter smithii. This organism is responsible for the majority of methane production in the human host.

"Usually, the microorganisms living in the digestive tract benefit us by helping convert food into energy. However, when this particular organism? M. smithii ? becomes overabundant, it may alter this balance in a way that causes someone to be more likely to gain weight," Mathur said.

These organisms scavenge hydrogen from other microbes and use it to produce methane ? which is eventually exhaled by the host. Researchers theorize this interaction helps neighboring hydrogen-producing bacteria thrive and extract nutrients from food more efficiently. Over time, this may contribute to weight gain.

"Essentially, it could allow a person to harvest more calories from their food," Mathur said.

In an ongoing study funded by the American Diabetes Association, Mathur is working to confirm the link between M. smithii, obesity and pre-diabetic conditions by determining how efficiently people digest food before and after eliminating the microorganism with a targeted dose of antibiotic. Participants who have evidence of methane on their breath are given a standard diet over three days, undergo an oral glucose challenge, and swallow a "smart pill" to track how fast the food moves through their bodies. In addition, their stool is collected and sent for calorie analysis allowing researchers to determine how many calories are being harvested during digestion. Participants then repeat the same tests after taking the antibiotic regimen to see if elimination of the organism results in measureable changes.

"This should let us know just how energy balance is affected by M. smthii," Mathur said, "We're only beginning to understand the incredibly complex communities that live inside of us. If we can understand how they affect our metabolism, we may be able to work with these microscopic communities to positively impact our health."

How does innovation take hold in a community? Math modeling can provide clues

Mathematical models can be used to study the spread of technological innovations among individuals connected to each other by a network of peer-to-peer influences, such as in a physical community or neighborhood. One such model was introduced in a paper published yesterday in the SIAM Journal on Applied Dynamical Systems.

Authors N. J. McCullen, A. M. Rucklidge, C. S. E. Bale, T. J. Foxon, and W. F. Gale focus on one main application: The adoption of energy-efficient technologies in a population, and consequently, a means to control energy consumption. By using a network model for adoption of energy technologies and behaviors, the model helps evaluate the potential for using networks in a physical community to shape energy policy.

The decision or motivation to adopt an energy-efficient technology is based on several factors, such as individual preferences, adoption by the individual's social circle, and current societal trends. Since innovation is often not directly visible to peers in a network, social interaction -- which communicates the benefits of an innovation -- plays an important role. Even though the properties of interpersonal networks are not accurately known and tend to change, mathematical models can provide insights into how certain triggers can affect a population's likelihood of embracing new technologies. The influence of social networks on behavior is well recognized in the literature outside of the energy policy domain: network intervention can be seen to accelerate behavior change.

"Our model builds on previous threshold diffusion models by incorporating sociologically realistic factors, yet remains simple enough for mathematical insights to be developed," says author Alastair Rucklidge. "For some classes of networks, we are able to quantify what strength of social network influence is necessary for a technology to be adopted across the network."

The model consists of a system of individuals (or households) who are represented as nodes in a network. The interactions that link these individuals -- represented by the edges of the network -- can determine probability or strength of social connections. In the paper, all influences are taken to be symmetric and of equal weight. Each node is assigned a current state, indicating whether or not the individual has adopted the innovation. The model equations describe the evolution of these states over time.

Households or individuals are modeled as decision makers connected by the network, for whom the uptake of technologies is influenced by two factors: the perceived usefulness (or utility) of the innovation to the individual, including subjective judgments, as well as barriers to adoption, such as cost. The total perceived utility is derived from a combination of personal and social benefits. Personal benefit is the perceived intrinsic benefit for the individual from the product. Social benefit depends on both the influence from an individual's peer group and influence from society, which could be triggered by the need to fit in. The individual adopts the innovation when the total perceived utility outweighs the barriers to adoption.

When the effect of each individual node is analyzed along with its influence over the entire network, the expected level of adoption is seen to depend on the number of initial adopters and the structure and properties of the network. Two factors in particular emerge as important to successful spread of the innovation: The number of connections of nodes with their neighbors, and the presence of a high degree of common connections in the network.

This study makes it possible to assess the variables that can increase the chances for success of an innovation in the real world. From a marketing standpoint, strategies could be designed to enhance the perceived utility of a product or item to consumers by modifying one or more of these factors. By varying different parameters, a government could help figure out the effect of different intervention strategies to expedite uptake of energy-efficient products, thus helping shape energy policy.

"We can use this model to explore interventions that a local authority could take to increase adoption of energy-efficiency technologies in the domestic sector, for example by running recommend-a-friend schemes, or giving money-off vouchers," author Catherine Bale explains. "The model enables us to assess the likely success of various schemes that harness both the householders' trust in local authorities and peer influence in the adoption process. At a time when local authorities are extremely resource-constrained, tools to identify the interventions that will provide the biggest impact in terms of reducing household energy bills and carbon emissions could be of immense value to cities, councils and communities."

One of the motivations behind the study -- modeling the effect of social networks in the adoption of energy technologies -- was to help reduce energy consumption by cities, which utilize over two-thirds of the world's energy, releasing more than 70% of global CO2 emissions. Local authorities can indirectly influence the provision and use of energy in urban areas, and hence help residents and businesses reduce energy demand through the services they deliver. "Decision-making tools are needed to support local authorities in achieving their potential contribution to national and international energy and climate change targets," says author William Gale.

Higher quantities of social data can help in making more accurate observations through such models. As author Nick McCullen notes,"To further refine these types of models, and make the results reliable enough to be used to guide the decisions of policy-makers, we need high quality data. Particularly, data on the social interactions between individuals communicating about energy innovations is needed, as well as the balance of factors affecting their decision to adopt."

BBC details iPlayer's open source TV Application Layer

The modern challenge for any content distributor is maximizing its reach. That means doing everything -- within reason -- to get your content in front of those who might want it. That's easier said than done, no doubt, and the BBC's plan is to do whatever it takes to get iPlayer on every connected device you own. To that end it's created the TV Application Layer (TAL), which uses the latest web technologies, like HTML5, to do as much of the heavy lifting as possible for would-be hardware makers. The TAL provides a layer of abstraction that takes care of any difference in devices capabilities or controls, so that software built using it will continue to run on anything added to the BBC's certified list without the need for a new version.

This in and of itself is admirable, but the BBC has taken it one step further and put the source code out there for all to see and use. The hope is that this will motivate others to contribute to the Layer, help other content owners reach their viewers, and increase the return on investment of all those TV taxes. The BBC currently uses the TAL for its iPlayer, BBC News and BBC Sport apps, as well as new connected Red Button experiences. The code is live at the source link below if you'd like to take a look.

(AP) ? TV ads show smiling seniors enjoying an "active" lifestyle on a motorized scooter, taking in the sights at the Grand Canyon, fishing on a pier and high-fiving their grandchildren at a baseball game.

The commercials, which promise freedom and independence to people with limited mobility, have driven the nearly $1 billion U.S. market for power wheelchairs and scooters. But the spots by the industry's two leading companies, The Scooter Store and Hoveround, also have drawn scrutiny from critics who say they convince some seniors that they need a scooter to get around when many don't.

Members of Congress say the ads lead to hundreds of millions of dollars in unnecessary spending by Medicare, which is only supposed to pay for scooters as a medical necessity when seniors are unable to use a cane, walker or regular wheelchair. Government inspectors say up to 80 percent of the scooters and power wheelchairs Medicare buys go to people who don't meet the requirements. And doctors say more than money is at stake: Seniors who use scooters unnecessarily can become sedentary, which can exacerbate obesity and other disorders.

"Patients have been brainwashed by The Scooter Store," says Dr. Barbara Messinger-Rapport, director of geriatric medicine at the Cleveland Clinic. "What they're implying is that you can use these scooters to leave the house, to socialize, to get to bingo."

The scooter controversy, which has escalated with a raid by federal authorities on The Scooter's Store's New Braunfels, Texas, headquarters last month, underscores the influence TV ads can have on medical decisions. Like their peers in the drug industry, scooter companies say direct-to-consumer advertising educates patients about their medical options. But critics argue that the scooter spots are little more than sales pitches that cause patients to pressure doctors to prescribe unnecessary equipment.

The Scooter Store and Hoveround, both privately held companies that together make up about 70 percent of the U.S. market for scooters, spent more than $180 million on TV, radio and print advertising in 2011, up 20 percent from 2008, according to advertising tracker Kantar Media. Their ads often include language that the scooters can be paid for by Medicare or other insurance: "Nine out of ten people got them for little or no cost," states one Hoveround ad.

Hoveround did not respond to a half-dozen requests for comment. The Scooter Store, the nation's biggest seller of scooters, said that most people who contact the company after seeing the ads do not ultimately receive a scooter.

"The fact that 87 percent of the persons who seek power mobility products from The Scooter Store under their Medicare benefits are disqualified by the company's screening process is powerful evidence of the company's commitment to ensuring that only legitimate claims are submitted to Medicare," the company said in a statement. The Scooter Store has been operating with a streamlined staff in recent days, following massive layoffs in the wake of the raid by federal agents.

Insurance executives say doctors who don't understand when Medicare is supposed to pay for scooters are partly to blame for unnecessary purchases.

Scooters ? which are larger than power wheelchairs and often include a handlebar for steering ? are covered by Medicare if they are prescribed by a doctor who has completed an evaluation showing that a patient is unable to function at home without a device.

The doctor fills out a lengthy prescription form and sends it to a scooter supplier that delivers the device to the patient and then submits the paperwork to Medicare for payment. Medicare pays about 80 percent of that cost, which can range from $1,500 to $3,500. The remainder is often picked up by supplemental insurance or the government-funded Medicaid program for low-income and disabled Americans.

The process can help immobile seniors get equipment that improves their lives. Ernest Tornabell of Boynton Beach, Fla., received a scooter from Pride, a smaller manufacturer, through Medicare about six years ago. Tornabell, 73, suffers from obesity, diabetes and lung disease and says he used to never leave his house. Now, using the scooter he can walk his dog, go to the grocery store and run other errands.

"I couldn't really get out and do anything before. Now I have a lot more mobility," said Tornabell, whose doctor recommended that he get the device.

But Dr. Stephen Peake, medical director for the insurer Blue Cross Blue Shield in Tennessee, says doctors can often be as uninformed about the appropriate role of scooters as patients.

"I talk to a lot of physicians about this subject ... and after our discussions, they don't understand that you can't get a power mobility device so mom can go to the park with the family," Peake said in testimony before the Senate Committee on Aging last year.

One reason for the confusion? Doctors say scooter companies are just as aggressive with health professionals as they are in marketing to their patients.

Dr. Jerome Epplin of Litchfield, Ill., who also testified before the Senate, estimates that only about one of every 10 patients who ask him for a scooter actually needs one. But he said that sales representatives from some scooter companies put pressure on him by accompanying patients to his office. The effect is coercive, he says.

"It can be intimidating," Epplin says. "I see it as an inappropriate attempt to influence my clinical judgment when I'm evaluating a patient."

Allegations of Medicare fraud within the industry go back nearly a decade.

In 2005, the U.S. Justice Department sued The Scooter Store, alleging that its advertising enticed seniors to obtain power scooters paid for by Medicare, and the company then sold patients more expensive scooters that they did not want or need. The Scooter Store settled that case in 2007 for $4 million.

As part of the settlement, The Scooter Store was operating under an agreement that made the company subject to periodic government reviews between 2007 and last year. In 2011, the latest review available, government auditors estimated that The Scooter Store received between $47 million and $88 million in improper payments for scooters.

The Scooter Store took no action to repay the money until February 2012, when the Health and Human Services' inspector general threatened to bar the company from doing business with Medicare, which accounts for about 75 percent of its revenue, according to its congressional testimony.

The company said the government's estimate was flawed and that it was willing to repay $19.5 million in overpayments. The company has paid about $5.7 million. The rest is scheduled for repayment by 2017.

Medicare said in a January letter that it accepted the fee based on The Scooter Store's own assessment of what it owed, but that the agreement "does not absolve The Scooter Store from any further liability."

In recent months, Sen. Richard Blumenthal, D-Conn., and other members of the Senate Aging Committee have pushed Medicare to recover the millions of dollars spent on unnecessary scooters each year. Those purchases totaled about $500 million in 2011, the latest year available, according to a report by the Department of Health and Human Services' inspector general.

Medicare, which says that it does not have control over how companies market the scooters, launched a pilot program designed to reduce wasteful spending on scooters.

Under the program, government contractors in seven states review patients' medical documentation to make sure they need a wheelchair or scooter before approving payments for a device. The program is being tested in a small number of states ? including Florida, California and New York ? because the government must pay contractors extra to review additional paperwork.

The program has been criticized by The Scooter Store's executives, who say that contractors are too strict in their reviews, rejecting payments for power chairs that are genuinely needed.

The reduced payments are hurting the company, which was founded in 1991. The Scooter Store has spent nearly $1 million lobbying Congress over the last two years, almost exclusively focused on the Medicare review program. And the company laid off about 370 employees in the past year, blaming the reduced payments it's been getting from Medicare.

Then, last week, The Scooter Store notified most of its remaining 1,800 employees that their jobs were being eliminated. The company said in a statement to the Associated Press that it is operating with a workforce of 300 employees ? down from the 2,500 workforce it had at its peak ? while trying to restructure its operations.

The mass layoffs followed a raid in February by about 150 agents from the FBI, the Department of Justice and the Texas attorney general's Medicaid fraud unit. Authorities searched the company's headquarters.

Federal authorities have declined to speak about the raid, but scooter industry critics in Congress praised the action.

"This raid is a welcome step toward cracking down on waste and fraud in Medicare," said Blumenthal, the Connecticut senator. "I have urged action to stop abusive overpayments for such devices ? costing taxpayers hundreds of millions of dollars and preying on seniors with deceptive sales pitches."
